I RECOLLECT MEETING a group of women at a village in upper Assam one summer afternoon. As chief minister, I travelled extensively to every nook and corner of this diverse and multicultural state. These women were working as teachers in a venture school – a school started by locals, pending regularization by the government – and had come to discuss their grievances with me. As we conversed, talking about the hurdles they were facing, one of them suddenly stood up and, pointing her finger angrily at me, shouted, ‘You will have to settle our demands within a week. We will not take no for an answer.’

My staff was alarmed but I asked them to calm down. I was happy that this woman could muster the courage to speak up and demand something from the chief minister. She was truly an empowered woman.
